Why has 1988 been selected for the cut-off point in history to discuss what-ifs? Is there a reason that Desert Storm is verboten?

Instead of simply locking these spam "What If" threads, it would be great if you removed them. Close to 75% of the front page is just spam, and I doubt most people want to click through pages of What Ifs just to find a decent read.

Could the moderators please explain why a post is removed when they lock it? Instead of simply saying, "This thread violates the guidelines", you could say, "The guidelines require X, and this thread does not have X."
