After the armistice of 8 September 1943 the Germans occupied Venezia Giulia and, along with the province of Udine, it became part of the Adriatisches Küstenland OperationsZone (it was still nominally of Italy, but under German administration). I've found this map showing strange borders between only 3 provinces:
