Identification of Politician with Hindenburg 1926

This photo from a book on Konrad Adenauer shows a visit by President Hindenburg in March 1926. Can anyone identify the two men to the left and right of him in the photo? I keep thinking I have seen the man on the left of the President before. Wire rim glasses and what appears to be a mustache? Was he in the Prussian government? Thank you in advance for any assistance.

Would the man on the left be Prussian Minister of Interior Severing?

Severing attended the event and gave a speech as well as Hindenburg and Adenauer (on the right).

No, not a young Trotsky. Too many history books over the years. Guess they are no-bodies, as no one has recognized them.

Person on the left could be Vizepräsident Johannes Bell , on the right Ministerpräsident Otto Braun (note eyebrows !)
Both attended this event on March 21st in Cologne.
