JCS 718/1, 16 Mar 44, title: Effect of "Unconditional Surrender" Policy on German Morale.
We have FDR's response on April 1st but its not printed in the Foreign Relations Documentary history. Nor does Matloff go into much detail in his "Strategic Planning for Coalition warfare 1943-1944". A search of the FDR library files turned up zero. And in general, I'm just wondering how you access the JSC files. The national archives are confusing.
