This is a portreit of an Ottoman civil government official in granddress. This kind of dress weared during 1870-1919.
The name "Asyraf Emir" is wrong. there is no turkish word such as "Asyraf" but some arabs have such a name. so that he might be an arap offical of the empire. Emir is a arabic name also. We turks also use it. Emir is an arabic tittle given to the leader of a tribe such as Emir Abdullah or Hüseyin of Hicaz. if you give me the right name and spelling may be ı can find him cheers

Eshraf is arabic we turks call Eşref. neverheard.
The gentlemen in coloured portrait is dont wearing turkish uniform. He might be an arab officer of the french dominion Syria.
