With What? They would have to sail on the sea. The Royal Navy's Sea,
Because they would have great difficulty in getting past the Royal navy, they could not have supplied it, and the British would have just tajken it off them and get a new base to hunt U boats from.

Because Portugal was neutral during the conflict and declaring war on Portugal would allow the Allies bases on Portuguese soil.

1. Because Germany didn't have a 'real' navy.
2. Because Germany didn't have a 'real' amphibious capacity.

The Wehrmacht could not manage to get across the English Channel, so such an operation would be suicidal with a rampaging RN
Portugal would be no longer neutral, something the reich did want to keep as status quo
In addition how are they to keep the base resupplied? with allied control of the seas the garrison would become like those bypassed Japanese garrisons starving
