Hitler and cumulative shells

In various sources, the diaries of Halder, von Bock mentioned the ban by Hitler in 1941 to use cumulative ammunition to fight against enemy tanks. The negative effects of the order are obvious. Could they be decisive in, for example, the Soviet counter-offensive near Moscow?
