Kreuzirdivision in Ostasien

When was the formation organized. I understand that it was prompted by the Sino Japanese War indicating that its new organization and composition was set during 1894-`95/6. A good article-http in German covering German ships in East Asia would do. I would follow the nouns/ names/ dates/place.
