In an article concerning the Waffen-SS Roman Töppel mentions the following:
Only those units that have an above-average combat value can be considered elite military units. On November 30, 1942, the OKH issued guidelines for determining the combat value of German and allied divisions. The criteria mentioned were: the material and personnel equipment of a unit; the toughness of the troops in combat; their fighting morale; the determination and firmness of the leadership; the trust between troops and leadership; the toughness of a troop even in prolonged combat operations; the trust of the superior authorities in the performance of the troops; the national affiliation.
Did anyone have a look at this document before and can give me an archival reference?
