There is an officer card index in TsAMO in Podolsk, Moscow region which is partly available online
https://obd-memorial.ru/html/advanced-search.htm
Card index with registration cards is available to the general public, personal files only to relatives/heirs as far as I know.

Isn't 'obd-memorial.ru' for those that died in the war?

Already not. In order to search the officers card index you need the choose the following checkbox.
