I don’t have it handy, but in Neues Staatsrecht (1936) he wrote:

Innerhalb und außerhalb Europas gibt es zahlreiche Rassen.
Die in Europa heimischen Rassen haben viele übereinstimmende und gleichartige Eigenschaften und sind deshalb artverwandt.
