WW2 Kriegsmarine Binoculars

Are these WW2 Kriegsmarine or coastal artillery binoculars? Missing eyepieces. It has a sort of rubber chinstrap. is that correct for WW2?

Is it true German Binoculars were better than royal NAvy Binoculars?
