Hard to be 100% sure, but the quality of the attached eagle and method of attachment are very poor quality for period German items of this type..... Much more like the stuff coming out of eastern Europe for the last 20/30 years using vintage bases (cigarette cases, loving cups, etc. with added insignia.)
Of course, could be the exception to the rule, but most collectors are very leary of these items without real provenance. I personally wouldn't pay much (or anything) for these type items..... Too many fakes and too difficult to know either way.
