That was the wish list of German industrial and business leaders, as opposed to official German policy, if I recall correctly. But this could be an indication of what German war hawks are going to want if the war is not going to be over quickly.

That was the wish list of German industrial and business leaders, as opposed to official German policy, if I recall correctly. But this could be an indication of what German war hawks are going to want if the war is not going to be over quickly.
There was no functioning group that could produce something that could be called official Government policy. That was basic problem of the German empire, no cabinet solidarity a bunch of ministers pursing their own goals without any cabinet solidarity or even political party affiliation all serving at the Kaiser's behest,

But septmeber program is also pretty much how the military were thinking, this was total war for ALL the marbles. They wanted to settle things pretty much permanently. The Military is the real decision maker during the war, they have organization,

The Longer the war goes the more extreme German thinking tends to become certainty Ludendroff was after a total sort of victory, they more the cost, the more all the powers doubled down on total victory rather than any sort of negotiated settlement,

Yeah, I agree that the German military will have a large role in the post-World War I peace settlement. Its main goal would, of course, be ensuring that there would be no Second World War and that in the event that there would be one, that Germany would find itself in a much less vulnerable position than it found itself back in 1914.
